This form allows to compare several rules for Participatory Budgeting. Each rule can be considered in four variants, depending on the utility interpretation of voters' ballots and the way how given rule is applied to given city.
(1) cost vs. score utilities: This option indicates whether a rule should favor electing fewer expensive projects (cost utilities) over electing more cheap ones (score utilities).

Formally, for score utilities it is assumed that voter's utility from a project is equal to the number of points assined to that project. For cost utilities, voter's utility from a project is equal to the number of points assigned to the project times the project cost.
(2) districtwise vs. citywide: Most cities are divided into several districts. This option indicates whether a rule should be run separately in each district or jointly in the whole city.
Please select the base rule, to which the others would be compared. The rule currently used by all the cities is Utilitarian Greedy, districtwise, cost utilities.
